Any competitor may compete in this class with the following restrictions:
- The driver or competitor must not have competed in more than four champion events prior to entering or registering for this class.
- Any vehicle regardless of SCCA solo classification or preparation may compete in this category.
- Any tire may be used, provided that it conforms with the 2008 / 2009 SCCA Solo Rulebook according to the said vehicle's car classification.
- There will be no raw time handicap given to this class for the overall PAX scores. This class was created specifically for "true rookie" drivers to compete among themselves.
- The drivers in this class may not compete in two different categories (Open, Street Tire, Rookie) during their establishment or registration for this class.
